Once again. No.   Just ask anyone who knows astronomy (or just know enough English) and he/she will tell you that [size=-1]银河 is The  Milky Way. Of course it is possible that the person who ask about "milk river" got it from some place where the guy posting the term "milk river" did not know what the correct term is, and therefore has this "Chinglish term" of milk river.

银河英语是 The Milky Way 是无可置疑的事。 至于 "milk river" 是什么， 就不得而知。 有一个可能是某人把银河译成了那些常被人取笑的“中式英语”(Chinglish.) 国内网站上，报上， 标贴广告， 告示， 公司简介。。。等等，都有很多的中式英语。 你或许听过或见过很多文件， 论文摘要， billboard....上把“干” (如干货，干得好) 译成 “f*ck" 吗？
我是退了休的物理教师。 以前在美国及加拿大先后教了差不多三十年大学和大专。 所以对银河是 The Milky Way 不会是乱说的。

If what the author had wanted it to mean "The Milky Way", yes he./she did not know what he/she was doing.
